DOMARE

 DOMARE  project integrates advanced expertise in genomics, data science, artificial intelligence, cybersecurity, and innovative therapies to strengthen the national healthcare system's predictive, diagnostic, and intervention capabilities. Within a context of digital and health transition, DoMARE promotes data interoperability, service security, personalized care, and the monitoring of emerging risks, in addition to the preclinical development of molecules with high pharmacological potential. The project's impacts will affect strategic sectors such as digital health, epidemiology, drug development, local healthcare, agri-food traceability (including iconic regional products like PDO Campana buffalo mozzarella), and the Blue Economy. Overall, DoMARE will foster predictive, integrated, and personalized public healthcare, contributing to reduced healthcare spending and the prevention of emerging risks. It will generate new qualified employment (data scientists, digital veterinarians, chemists, biotechnologists, AI/ML experts) and stimulate the creation of new deep tech and biotech companies, with a systemic and lasting impact on regional resilience and the marketing of high-tech "Made in Italy" products.

The DOMARE  project aims to develop a research ecosystem focused on monitoring and advanced analysis of public health, combining digital, biotechnological, and environmental dimensions in an integrated, predictive, and sustainable manner. The general objective is to strengthen the healthcare system's capacity to prevent, understand, and respond to complex and interdependent phenomena, through the generation and integration of high-density data—clinical, genomic, environmental—and their transformation into useful knowledge for diagnosis, treatment, epidemiological surveillance, and territorial planning. The project's scientific structure is divided into six Work Packages (WPs), each focused on a strategic axis for public health and precision medicine. An additional coordination and organization WP is managed by the two co-proposing Hubs, Fondazione INF-ACT and e.INS scarl.

  • WP1 (DoMARE.CyTe) - Cybersecurity in Telemedicine: Develops an experimental architecture for protecting digital health services, integrating security modules in multi-actor scenarios and simulated environments.
  • WP2 (DoMARE.FaPS) - Pharmacogenetics of the Sardinian Population: Constructs a predictive model and a software tool for analyses on specific population samples, starting from the genetic and clinical analysis of the Sardinian population.
  • WP3 (DoMARE.OHDI) - One Health Data Intelligence and Health Data Integration: Designs a semantic knowledge graph and intelligent models to integrate health, genomic, and environmental data, supporting epidemiological decision-making. This WP aims to address the specific challenges of Southern Italy in a structured way, contributing to reducing digital divides between regions, improving local epidemiological and environmental surveillance capacity through Data Intelligence and AI tools, and protecting PDO food products through traceability.
  • WP4 (DoMARE.MoPA) - Technologies and Methods for Monitoring, Rapid Screening, and Parasitological/Epidemiological Prevention Actions at High-Risk Entry Sites (Ports and Airports): Develops predictive tools and digital protocols for the early identification of health risks in mobility hubs, with simulations and mobile prototypes.
  • WP5 (DoMARE.TERMARE) - Small Molecule Drug Discovery and Antimicrobial Materials: Identifies bioactive molecules and innovative antimicrobial materials through a combination of computational screenings and experimental tests against complex infections and resistances.
  • WP6 (DoMARE.TECMARE) - Cell Therapies and Drug Delivery Technologies: Explores advanced therapeutic approaches with engineered cells and intelligent vectors, aiming for preclinical validation and scalability of solutions.

DOMARE also integrates AI-based conversational components to enable accessible interaction between users, operators, and data, in environments that ensure protection, traceability, and human control. The intervention is framed within a plan to strengthen national research capabilities in health, technology, and data governance, in line with the National Smart Specialization Strategy, the PNRR, and European priorities regarding digital and health transition.

Graduated in Physical Chemistry at the University of Turin in 2002, he got his PhD in 2007 in Basic and Applied Bio-Molecular Sciences (University of Pavia and IUSS), and continued as postdoc at the University of Pavia for one more year. Between 2009 and 2013 he worked as postdoc in structural biology in the Bijvoet Centre for Biomolecular Research, Utrecht University (The Netherlands), then he started his independent scientific research lab at the University of Pavia, Dept. Biology and Biotechnology, in 2014, thanks to the Giovanni Armenise-Harvard Foundation Career Development Award and the "Rita Levi-Montalcini" program for young researchers from MUR. Since August 2023, he is Full Professor of Molecular Biology at the University of Pavia. In 10 years since the start of his first appointment as Principal Investigator, he made important contributions to science testified by high-profile international publications, and secured funding for research through several competitive research grants from various national and international funding agencies. His research activity focuses on the characterization of extracellular macromolecular systems using biochemistry, biophysics and structural biology.

Since 2022 he serves as President of the INF-ACT Foundation.

Gavino Casu is Associate Professor of Cardiovascular Diseases at the University of Sassari, Director of the Clinical and Interventional Cardiology Unit at the University Hospital of Sassari, and Director of the Postgraduate School in Cardiovascular Diseases. His clinical, scientific, and organisational activities encompass interventional cardiology, pulmonary hypertension, atrial fibrillation and stroke prevention, cardiac channelopathies, cardiac rehabilitation, digital health, and the development of organisational models for telemedicine. He is involved in the design, implementation, and evaluation of care pathways integrating hospital, community, and home-based services through teleconsultation, remote monitoring, telecare, and telerehabilitation. He coordinates multidisciplinary initiatives that incorporate digital platforms, wearable devices, and technologies such as augmented and virtual reality into diagnostic, therapeutic, and care pathways, with particular attention to appropriateness, continuity of care, personalisation, sustainability, and the transferability of organisational models. Recipient of several research awards, he is a Fellow of the European Society of Cardiology and Regional President of the Italian Society of Telemedicine. He is the author of 160 documents indexed in Scopus, with 3,614 total citations and an H-index of 29.

Master degree in Pharmaceutical Chemistry and Technology at the University of Perugia in 1988. Director of the Laboratory of Chemical Safety of Food and the Environment at IZSAM. He was head of the National Reference Laboratory for dioxins and polychlorinated biphenyls (PCBs) in food and feed from 2009 to 2015, participating in the relevant European Commission expert group. He is member of the Doctoral Board in Food Science at the University of Teramo. His technical and scientific work focuses on chemical contaminants and residues in the food chain, as well as food quality and traceability. He has led numerous research projects funded by the Ministry of Health. He has participated as an expert in numerous technical assistance projects in the field of food safety for the benefit of third countries. He is the author of over 100 scientific papers

Prof. Tramontano has long standing experience in the field of antiviral drug development. Graduate from the University of Cagliari in 1990, he was Visiting Research Scientist at the Department of Pharmacology of Yale University Medical School (CT, USA) in 1990-1992 and 1996-1998. Hired by the University of Cagliari in the 1999, he is Full Professor of Microbiology since 2015 and is currently Chair of the Department of Life and Environmental Sciences. Current research activities are focused on: i) discovery of antiviral agents through techniques for the evaluation of viral enzymatic functions and viral replication in cells; ii) understanding the mechanisms of viral evasion of innate immunity for the development of antiviral agents; iii) identification and characterization of retroviral sequences stably integrated into human genomes and definition of their transcriptome to explore their physiological and pathological role. Prof. Tramontano has been and is scientific coordinator or unit coordinator of research projects granted by the EU, Italian and American national agencies, regional agencies. He has recently collaborated on projects studying drug development of the SARS-CoV-2, HIV-1 and Ebola viruses. He has been invited to give lectures at universities and conferences around the world, as well as chairing numerous scientific meetings.

Domenico Otranto, DVM, PhD, Diplomate EVPC and FRES, is Full Professor of Veterinary Parasitology at the University of Bari, where he served as Director of the Department of Veterinary Medicine from 2015 to 2021. He has carried out teaching and research activities in several countries and is currently Distinguished Visiting Professor at the City University of Hong Kong and Adjunct Professor at Chulalongkorn University in Bangkok. He served as President of the World Association for the Advancement of Veterinary Parasitology from 2019 to 2025 and of the European Veterinary Parasitology College from 2015 to 2018. He has received several prestigious international awards, including the Bayer Research Award, the Peter Nansen Young Scientist Award, and the Benazzi Prize from the Accademia Nazionale dei Lincei. His scientific activity focuses on veterinary parasitology and medical-veterinary entomology, with particular emphasis on arthropod vectors, pathogens transmitted to dogs and cats, and zoonotic diseases. He is the author of more than 850 publications, numerous book chapters, and major international textbooks, including The Veterinary Parasitology (Otranto D Wall R Wiley. 2024; 900p). He is a co-editor and member of the editorial boards of several international scientific journals. Giuseppe Manco graduated with honors in Biological Sciences from the University of Naples Federico II in 1987. In 1995, he was a Visiting Scientist at the NIH, Bethesda, USA. He joined the Italian National Research Council (CNR) in 1994 as a Research Scientist at the Institute of Protein Biochemistry (IBP), served as Senior Researcher from 2001 to 2019, and has been Research Director at the Institute of Biochemistry and Cell Biology (IBBC-CNR) since 2020. He obtained the Italian National Scientific Qualification for Full Professor in Biochemistry (2014) and in Molecular Biology (2018). Throughout his career, he has coordinated and led several nationally and internationally funded research projects. He is the author of more than 120 scientific publications, holder of patents, and founder of the innovative startup Detoxizymes S.r.l. In 2026, his Google Scholar H-index is 37. His research has focused on the structure-function relationships of enzymes with biotechnological relevance. Among his major contributions is the discovery of a new family of thermostable lactonases, for which he solved the first three-dimensional structure and promoted their structural, functional, and biotechnological characterization. His current research is devoted to the function and regulation of the human lactonase PON2 and its role in physiological and pathological processes.

Ludovico Boratto is an Associate Professor of Computer Science at the University of Cagliari (Italy). His research interests focus on recommender systems and their impact on the different stakeholders, both considering accuracy and beyond-accuracy evaluation metrics. He has authored more than 100 papers in top-tier conferences and journals.  He is editor of the book “Group Recommender Systems: An Introduction”, published by Springer. He serves on the editorial boards of Information Processing & Management (Elsevier), Knowledge and Information Systems (Springer), and the Journal of Intelligent Information Systems (Springer) and has guest-edited special issues in leading journals. He is regularly part of the program committees of the main Web conferences, where he has received eleven outstanding contribution awards. In 2012, he got his Ph.D. at the University of Cagliari, where he was a research assistant until May 2016. From May 2016 to April 2021, he joined Eurecat as Senior Research Scientist in the Data Science and Big Data Analytics group. In 2010 and 2014, he spent ten months at Yahoo! Matteo Floris is an Associate Professor of Medical Genetics at the Department of Medical Sciences and Public Health, University of Cagliari, Italy, and carries out his clinical and research activities at the Medical Genetics Unit, P.O. Binaghi, Cagliari. His research focuses on human genetics, computational genomics, bioinformatics, and pharmacogenetics, with particular interests in genome-wide association studies, complex diseases, and precision medicine. He has extensive experience in the analysis of large-scale genomic datasets and in the development and application of computational approaches for biomedical research, gained through collaborations with national and international research institutions. He is the National Coordinator of the Pharmacogenetics Working Group of the Italian Society of Human Genetics (SIGU). He is co-author of numerous scientific publications and leads research projects in genomics and pharmacogenetics
